He seems to be a freelance music maker, and he has an extract from that music on his site...Now, is that the reason this music seems outplaced in the film?

I personally felt it was a little out of place there. Funny Universal find the 'right' man for the job there. Perhaps I should hire him to pepper up a scene in future OVA I might do. :P

I actually liked the jazz music during the waterfall...to me, it gave Balto a "new twist". I'm weird like that.

Balto (the original. Not sure about Wings of Change) takes place in the 20s, which was coined "the Jazz age". They're probably keeping with the decade.

Sora-kun is right. Jazz was the music they listened to back then. Don't know why they'd put rock music in a vidoe that takes palce back then.
