Even if we don't see him so much in the film, Kodi's still an important part of the scenario; he's Balto & Jenna's son, from the same litter seen in Wolf Quest. He likes his parents, as well as his new job : sled-mail dog in Nome. He's proud of his father and wish that one day, he could have an important part as a lead dog in a pack.
Stella is a tourist who's decided to make a break in Nome; she encounters Boris, and immediately starts to seduce him; however, he seems to have a problem that prevents him from answering to her calls...Boris & Stella are obviously mainly for the comical side of the film (well, at least in the first half...)
Duke is the pilot of the plane; he has recently come to Nome, and think of a way for his plane to make things easier in Nome. But not everyone will like this idea...
Mel and Dipsy can be compared with the two gossip dogs in the original Balto (Dixie and Silvie). Mel is a complete non-optimistic character, while Dipsy can only think of one thing : her stomach...
Jenna has in fact a great role in the film, which is rather unexpected. While she still looks "Wolf-Quest"ish, she is more back into her original character, and that's a good thing.
Muk & Luk are...well, they are Muk & Luk. Not much to say, except that if they still didn't grow up, they at least have a role in that too.
Kirby, Ralph & Dusty form the new trio; they are the three main dogs of the US-mail sled, and while their characters isn't really developped, they can easily be compared with the original trio.
