It's not so much a problem of changing animators (take Lion king 1 1/2 for example, the characters were drawn as good as the original one while it was animated outside USA)
It's a BUDGET problem. Universal couldn't have made a sequel with more money, because the original Balto didn't make enough money.

some of the animators were different in different movies. change of animatos, change in drawings.
