At the end of TLK 2 sp did Kiara and Kovu ever become the new king and queen of the Pride Lands & have cubs or not?

No They did not. Simba and Nala are still the King and Queen.
The Ceremony at the end of Lion King two was Kovu and Kiara's wedding And maybe to show the Pride Lands Who The next King and Queen will be.
