In addition to the comic relief bit, the old stereotype for hyenas is that they always laugh, which is why they are sometimes called 'laughing hyenas', like the ones in lady and the tramp. Ed kind of represented the 'typical' laughing hyena...

He's crazy because disney wanted to make him like that. He kind reminds me of Star from Balto except Star could talk and Ed could only communicate by laughing. I personally liked Ed better than Star. Star and Ed were both crazy characters who were friends with/ were the sidekick of the villan in the movie.
