It wouldn't fit if it was Mufassa. Simba is the one that was highly disapointed in Kovu. He had just started to trust the young male and due to Zira, had to rethink everything he thought he knew about him.

It most certainly was Simba,because Mufasa only came to Simba during his troubled times.
