He wasn't, it was influenced on him really that it was by Scar to believe he 'had caused the stampede' when it was all Scar's plan. That wasn't explained to Simba at the end, just that Scar killed him (the cliff scene). So he thinks the stampede was his fault.

Simba never killed Muffy. As a cubbie, Scar had told Simba that he had killed his own father. As a cub, and in sadness, Simba believed his annoying uncle. Now, Scar was the one who killed Muffy, not Simba

Simba wasn't responsponsible. Scar was and Simba just thought he was responsible.
