Tojo wasn't in the movi but I glad that somebody heard for him. He is lion and he is the king of the birds?! It's very strange I think. Is he king of the birds?!

Yeah. I believe that Tojo is from one of The Lion King comics...But I am unsure. I know that Simba and Tojo found a baby bird and fostered it...That is all I have heard of him.
