I noticed that Kovu, Kopa, and even Vitani had little tufts or hair on their heads as cubs. However Simba didn't. Why is that?

Simba did have a tuff when he was a cub. It just wasn't shown as much.

Vitani dosen't really have a tuft. It's a mop: a thick mass of disordered hair.
