In the song "Upendi" (TLK2:SP) Rafiki says:  

My english is not really good, and I don't understand the meaning of this expresion. Somebody please explain it to me!!

KK, Beating around the bush is to delay or put something off. Usually if someone wants to tell you something but doesn't know how to say it, they will say something else instead to avoid it.

It basically means that you don't get to the heart of an issue, you just dabble round the edges.
