To talk to another member, you can either go to their profile and send them a PM (private message) or talk to them on the shoutbox. To answer people's questions, you just go to the page by clicking the link. There, all the way at the bottom of the page will be a text area with the words "Post an answer!" above it. You just type in your answer and hit send.
