No,Kovu is not Simba's cousin,because it's like Nuka and Kovu said,Nuka:Kovu,Kovu,Kovu,Scar wasn't even his father,he just took him in.Kovu:He wasn't my father,but he was still a part of me. |

My guess is that Kovu's parents were killed, and Scar saw something in him that he could not detect in Nuka and Vitani, his own young. |
